Mr. Mohamed Smaoui

Mr. Mohamed Smaoui is the Deputy Regional Director of the ICAO Middle East Office. He joined ICAO in 2001. He is a Principal Engineer with a Master Degree in Air Navigation Operations from ENAC Toulouse-France.

He is Tunisian and began his civil aviation career with the ANS Service Provider and Aerodrome Operator of Tunisia (OACA) in 1992, where he had been involved in CNS/ATM operations and aerodrome planning and infrastructure projects.

The level of exposure of Mr. Smaoui to the international activities within ICAO during the past 20 years included technical and secretariat support, regional and inter-regional coordination, technical assistance, auditing, as well as leadership and managerial tasks. Since his appointment as Deputy Regional Director in 2013, Mr. Smaoui had the opportunity to be acting as Regional Director in many occasions.

Ms. Mie Utsunomiya

Ms. Mie Utsunomiya is a Communications, Navigation and Surveillance (CNS) technical officer, CNSS (CNS & Spectrum) section, Air Navigation Bureau of ICAO HQ.
Mie joined ICAO in 2010, and from 2015, she has been the Secretary of Surveillance Panel (SP), which undertakes specific studies and develops technical and operational ICAO provisions for aeronautical surveillance systems, airborne surveillance systems, collision avoidance systems and their applications as outlined in the Global Air Navigation Plan. She is also working in the area of spectrum management as well as on ICAO’s new initiative, Integrated Communications, Navigation, Surveillance and Spectrum (ICNSS).  
Prior to joining ICAO, over 10 years of experience with various CNS and implementation projects, as well as related policy development projects at the Japan Civil Aviation Bureau (JCAB) of the Ministry of Land Infrastructure, Transport and Tourism (MLIT).

Mr. Abbas Niknejad

Mr. Abbas Niknejad has more than 23 years experience in the civil aviation sector and in particular in air navigation services. He joined ICAO in February 2014 and has served the organization in various capacities during his tenure at the ICAO MID and EUR/NAT Regional Offices.


He is currently Regional Officer, Air Navigation System Implementation at the ICAO EUR/NAT Office, Paris. Abbas holds PhD and masters degrees in management and a bachelor's degree in ATS, in addition to various technical and training certifications. Abbas is also a certified ICAO USOAP CMA auditor in the ANS field.

Mrs. Muna AlNadaf

Mrs. Muna AlNadaf is the Regional Officer, Communications, Navigation and Surveillance for the ICAO MID Office, Prior to joining ICAO in November 2017, she was the CNS director at Jordan CARC.
 
ALNADAF is an electrical (Telecommunication & Computer) Engineer. She holds MBA/MIS degree, post-graduate diploma in Project Management, diploma in Aeronautical Telecom. Engineering, and several professional certifications like PMP, CCNA, CCNP. Muna has over 20 years of experience in Aviation.

Mr. Steve Bellingham
Mr. Steve Bellingham has a degree in Engineering from the University of Waterloo, and 40 years of work experience with radio navigation aids and GNSS and Space-Based ADS-B, initially with Transport Canada and subsequently with the Canada’s ANSP, NAV CANADA.  

For the past 22 years, Steve served as Manager, Navigation and Systems Engineering at NAV CANADA, where he led a team responsible for the acquisition and life cycle management of navaids and flight inspection systems. Steve also served as NAV CANADA’s engineering representative on the Aireon space-based ADS B program throughout its development until its initial certification for operational use.  Earlier this year, Steve moved into a new role with NAV CANADA’s RPAS Traffic Management team, with responsibility for CNS issues and standards.

Steve is the Canadian Member of the Navigation Systems Panel, and a technical advisor for the Surveillance Panel and RPAS Panel. He previously supported the GNSS Panel, as well as technical committees at RTCA and EUROCAE.

Mr. Bryan Jolly

Mr. Bryan Jolly is from the United Kingdom and graduated with a BSc(Hons) degree in Aeronautical Engineer. He commenced a varying career within the Aviation industry including working for BAe military and civil aircraft divisions in the development of new aircraft and the integration of new systems. This was followed by approximately 10 years as a Senior Engineer responsible for developing a variety of modifications to support ATM applications. This was followed as a consultant to EUROCONTROL working primarily on the RVSM and Navigation programmes. In 2006 he joined the European Aviation Safety Agency (EASA), transferring to his current post as Senior Expert - ATM/ANS, where he is part of the team responsible for deployment of the SESAR programme,  and all aspects related to air/ground integration.

Mr. Bruno Collard

Mr. Bruno Collard is an Engineer in Electronic graduated from the French Civil Aviation training school (ENAC) in 1992 and Toulouse Paul Sabatier University (PhD 2007). He works for the French civil aviation administration (DGAC) since 1992. He has a 20 years experience in Surveillance domain, having been in charge of many radar deployment projects and surveillance infrastructure upgrades. He was the Mode S project leader until all French airspace was declared Mode S. He is now the head of the surveillance sensors department at DSNA technical department in charge of DSNA Air Surveillance infrastructure (PSR, MSSR, Mode S, ADS-B, WAM) and Ground surveillance infrastructure (ASMGCS, MLAT, SMR).
He also has a teaching experience, training students during 8 years at ENAC in parallel with research activities and electromagnetism expertise.
Bruno Collard is also a single-engine pilot, which allows him to provide operational expertise in addition to his technical approaches.

Mr. Jean-Baptiste Berthier

Mr. Jean-Baptiste Berthier has been working as a surveillance engineer for Airbus for the past 5 years. As such, he participated in research, development and certification of several surveillance systems. Jean-Baptiste is also a member of several surveillance standardization groups such as ARINC 768A, SC-147 and SC-230. Prior to this Jean-Baptiste worked for Airbus Helicopters in the development of Integrated Modular Avionics platforms. Jean-Baptiste has a Masters degree in Electrical and Computer Engineering from the Georgia Institute of Technology.

Mr. Mohammad Al Dossari

Mr. Mohammad Al Dossari is the Senior Director of Air Navigation & Aerodromes Department of the UAE General Civil Aviation Authority, he is responsible of the regulatory and oversight of UAE Airspace, Air navigation activities and airports, this includes drones airspace usage. Mohammad is a holder of Masters in Aviation Safety, and has previously been in charge of Air Accident Investigation in the UAE. He started his career as an Air Traffic Controller. Mohammed is heavily involved at Global and regional activities, he is currently the Vice Chair of the International Civil Organization (ICAO) Air Traffic Management Operations Panel.

Mr. Ahmed Saleh Al Shehhi

Mr. Ahmed Saleh Al Shehhi, Acting Manager - Airspace Section of UAE General Civil Aviation Authority, He is responsible for the regulatory and safety of the UAE Airspace, and previously he was Air Traffic controller at Sheikh Zayed Center and Senior Specialist – Airspace Management.

Mr. Jehad Faqir

Mr. Jehad Faqir a Jordanian national brings over 39 years technical experience and professional leadership while working in the aviation industry.
He started his carrier at Royal Jordanian Airlines in 1976 where he held numerous managerial positions within the airline encompassing Production, Engineering developments, Technical Planning, Avionics Shops and IT. During that period, he was actively involved with various regional organizations including ICAO, Arab Civil aviation Commission (ACAC), Arab Air Carrier Organization (AACO) where he served as a Vice chairman of AACO Operations Committee and the head of Avionics Subcommittee for several years.

From there, in 2000 his career path took him to IATA Middle East office as Director Safety, operations & Infrastructure with responsibility covering technical & operational aspects of airport and air navigation services, CNS/ATM developments and implementation; as well as matters related to regional flight safety

In 2007 he joined ICAO Middle East regional Office as Deputy Regional Director and Technical Team leader.

In March 2014 he re-joint IATA Africa & Middle East regional office taking responsibility of Safety & Flight Operations Middle East & North Africa.

He attended numerous training and managerial courses in aviation field and holds a Master of Science degree in Applied Electronics.

Mr. Fatih AKSOY

Mr. Fatih AKSOY graduated as Electronics Engineer from Erciyes University, Türkiye. He joined in DHMI in 2005 as Air Traffic Controller. He worked as an ATCo and AIM Expert at Dalaman Airport between 2005-2008. In 2008, he started to work as ATSEP Engineer in the Electronics (CNS) Department of DHMI General Directorate. 

He has been working as Radar Systems Division Manager since 2013. He is responsible for procurement, installation and maintenance of surveillance and ATM automation systems used in civil aviation in Türkiye. He is also focal point surveillance and ATM automation systems domain.

He successfully completed more than 15 surveillance and ATM automation projects. SMART (Systematic Modernization of ATM Resources in Türkiye) and Radar Renewal (includes 18 SSR and 5 PSR) projects were biggest ones.

Mr. Theodore Kiritsis

Mr. Theodore Kiritsis is the President of the International Federation of Air Traffic Safety Electronic Associations (IFATSEA) representing over 70 ATSEP Associations worldwide. 
He is an ATSEP Electronic Engineer, graduated with commendation from Bolton University in 1982. He has 37 years of experience in CNS/ATM systems and he is a licensed ATSEP in ATM Data Processing, working for the Hellenic Civil Aviation Authority since 1985. He also served for 12 years as a CNS inspector for the Greek NSA. 
He has holistic technical and operational experience in the legacy and future systems. He has been involved in all phases of SESAR and currently in the ICAO PTLP. He participates in SESAR JU and the European Commission as an expert evaluator of research programs for aviation applications. He is a member of Advisory Bodies for projects like Virtual centers, Drones. 
Within the IFATSEA context published concept papers on the ATSEP Working Position for Systems Monitoring and Control and Cybersecurity (SIEM) design in relation to Human factors. 
He has been involved as a Researcher in the area of aviation Adhoc networks and has published related papers.

Mr. Ing Frank


Mr. Ing Frank Kofi Apeagyei is an aviation expert in civil air navigation engineering systems and operations as well as training and civil aviation regulations. He started his aviation career with the Ghana Civil Aviation authority in April 2006 as an Electronics Engineer.  In that same year, he became a member of the International Federation of Safety Electronics Association [IFATSEA].
He worked with the Aeronautical Surveillance unit of the Ghana Civil Aviation as Engineer until 2010 when he switched to the Aeronautical Communication unit as a Senior Engineer responsible for the aeronautical frequency spectrum Management.  

He holds an engineering degree in Electrical & Electronics from the Kwame Nkrumah University of Science & Technology [KNUST] as well as a master’s degree in Business Administration (MBA-Finance) from the Ghana Institute of Management and Public Administration (GIMPA). He also holds an Advanced master degree in Air Navigation Systems Engineering and Operations (MSANSEO) with specialization in Advanced aeronautical Communication, Navigation, Surveillance (CNS) and Global Navigation Satellite Systems (GNSS) from the French aviation university, Ecole, Nationale de l’Aviation Civile (ENAC) in Toulouse, France.

Mr. Massimiliano Ferla

Mr. Massimiliano Ferla is based in Thales Italy where he is covering the role of Product Line Manager for Navigation Aids & Non Radar Surveillance. 

Massimiliano Ferla has worked for Thales for many years in Navigation aids systems and Non-Radar Surveillance equipment.

He was formerly the Product Manager for Landing systems and the Systems Engineering Manager for Navigation aids products.

Mr. Beldi Abderraouf


Mr. Beldi Abderraouf has over 23 years of expertise in Air Traffic Services (ATS) and extensive knowledge of EASA, FAA and ICAO regulations, policies, standards and recommended practices. These experiences include a background in various positions in Terminal/Approach, En Route/Area Control, ATS units International field, and ICAO EANPG expertise. He managed and led several program areas in ATS and has experience dealing with aviation, States, airlines, and international organizations.
Mr. beldi served as Airport Projects Unit Director and strated the Project Management Office for Airports services till 2017 when he was designed at the Air Navigation Safety Directorate.
